Job Description

The Business Analyst/Project Manager for the Taleo Reimplementation Project is charged with the dual
roles of managing the project and serving as a Business Analyst. This position will work with the IT and
business project leads to ensure that milestones are successfully completed.
The BA/Project Manager for the Taleo Reimplementation Project will be held accountable for, but limited
to, the following responsibilities:
● Defining, managing and controlling project scope, including change control within standard project
management methodologies to time, quality and budget, through all stages of the project life cycle
● Planning, directing and implementing project on time, within budget and with desired functionality
● Define, analyze and document business requirements and business cases
● Creating and executing the project work plans and revising as appropriate to meet changing needs
and requirements
● Identify and manage project risks
● Address and troubleshoot ad-hoc queries and issues from internal HR stakeholders, business
leaders, and candidates in a timely and effective manner.
● Excellent time management and organizational skills and experience establishing guidelines in
these areas for others
● Support the business in the use of existing and new features in Taleo
● Provide the business community solutions of the highest caliber to address their requirements
● Assign and track project tasks ensuring that the team successfully completes established milestones
● Hold regularly scheduled project team meetings to track progress and address any questions or
● Demonstrated understanding of Project Management processes, strategies and methods
● Producing project reports and performance metrics at a regular cadence as well as required
● Providing project status and other deliverables at each stage of the Project Management
Methodology, utilizing different tools such as but not limited to Smartsheet, Google suite to all
stakeholders, including senior leadership
● Stakeholder management:
● Core liaison to the ITS Project Management Office (PMO) for the Taleo Reimplementation Project
● Managing stakeholders from different teams and departments, as well as stakeholder expectations
● Liaise with business leads to translate functional requirements into detailed technical design
specifications that can be used by the vendors and ITS staff to develop reports, interfaces, data
conversion, configuration modifications, and online customizations.
● Develop test plans and directly participate (but not wholly own) Unit, System, Integration, and
Quality Assurance (QA) testing. Ensure appropriate business product lead participation to enable
delivery of solutions that fully meet customer requirements.
● Create and/or update standardized Enterprise Application team documentation (systems topology
documents, data flows, etc…) as required.
● Provide project defect management
● Develop test scenarios, cases, and scripts
● Draft and validate technical and operational requirements, assess and communicate the impacts,
trade-offs, risks, costs, benefits and opportunities of technology solutions to steering committees
● Support the alignment and/or streamlining of business processes, technology and business strategy
● Creating and executing project work plans and revising as appropriate to meet changing needs and
● Other duties as may be assigned

In order to be successful and achieve the above responsibilities, the BA/Project Manager Taleo
Reimplementation Project must possess the following qualifications:
Type of Education Required :
● Bachelor's Degree or equivalent experience required
● Project Management Professional (PMP) or Certified Associate in Project Management (CAPM)
certification preferred
Type of Experience and Number of Years :
● Demonstrated experience in Project Management - Minimum of 5 years
● Experience in Information Technology - Minimum of 4 years
● Experience in Education (K-12) project or program work preferred
● Three years or more of enterprise application management experience specifically Taleo (user or
configuration based)
● Three years or more of Business Analyst and QA experience with Taleo Applicant Management and
Knowledge, Skills, and Abilities :
● Proficiency in Oracle Taleo Recruiting & Transitions/Onboarding, version 15.A
● Experience administering and configuring Oracle Taleo Recruiting & Transitions/Onboarding
● Knowledge of Taleo Client Connect version 14B or higher preferred
● Knowledge of Taleo system administration, vendor partnership, and troubleshooting experience
with integrations as well as day-to-day operations.
● Proficient in Oracle Business Intelligence Reporting
● Knowledge of Oracle PeopleSoft HCM 9.2; Core HR module preferred
● Strong knowledge of HR Recruitment processes and procedures
● Ability to evaluate existing systems and understand their structure and component parts
● Ability to determine function needs and system requirements
● Ability to problem solve application and user issues and identify solutions
● Strong focus on best practices, methodologies, detailed documentation, thorough testing,
procedures/standards, and quality assurance
● Proven analytical abilities
● Ability to gather business requirements
● Ability to translate business requirements to functional designs
● Ability to translate functional designs into technical specifications
● Ability to write test scenarios, cases, and scripts
● Experience in leading test efforts including System, Integration, Users Acceptance
● Ability to analyze business problems and advocate best solutions
● Possess exceptional project management skills, understand full project life cycle
● Experience in creating standard project management deliverables
● Ability to resolve issues quickly and effectively
● Excellent oral and written communication, organizational, and interpersonal skills
● Strong understanding of proper change management procedures and the Software Development
Life Cycle

Job is remote until after COVID and then will be located in the Loop.
